I have come to the end of it.
I have tried over and over to share a photo library to stream on apple tv.
when I add a shared library on apple tv and generates a code..apple tv on my mac does not give an option to plug code. Nor do I see options to select shared libraries. I have shared every possible thing on my network to get this going but no luck.

Would appreciate if anyone can tell me if they have gone through this and if they were able to rectify.

Can you verify that both devices (your computer and the AppleTV) have network functionality? Is one wired and one wireless? Are they on the same subnet? Can you ping the AppleTV at it's IP address?

It sounds like they are having a hard time talking to each other through your router setup
 
Does your ATV show up in the list of connected devices in iTunes? Or are you having problems getting your ATV connected to your network?

You shouldn't have to set up your photo library to be shared, per se, you just need to go into the Photo tab of the ATV in iTunes and select your iPhoto library, and what albums you want to stream. It's the same way you set up your music, video, and podcast preferences.

Like akm said though, it sounds like you can't get your ATV to appear on your network. Do you use MAC addressing? If so, make sure you enter your ATV's address to the list.
