Aside from costing $129 (which puts you up near mac mini territory on pricing, which can do composite natively), it's a powered converter - not a simple cable conversion. I think that was the point - it's not a passive device.
Anyhew, I think the mini would be the better option anyway - if you get an active device like the aforementioned option, you'll be doing two scale operations on most content - 480i/p into aTV, scaled to 720P, scaled back to 480i. With a mini, you can set the output to 480 from the start, and get a better resulting image quality.
Not that it matters a whole bunch on an 8" screen in a moving vehicle, but something to think about. And with the mini setup, you get an optical drive, but you do loose the convenience of easy power on/off.

Video Control Functions

I think that was the point - it's not a passive device and according to learners insurance, your cover may actually be void if you wire this into your car yourself.

For use in the car, I would think that an iPod would be a much more practical solution. After all, you're going to need a power inverter to supply 115VAC to an AppleTV (in addition to converting from component to s-video) and the extra quality that an AppleTV provides would be lost with such a small monitor. And there are plenty of iPod car adapters out there.
