Not really sure here but it seems as though apple uses a windows server for when, in the uk store you search for your uni to get the education store...

Go to Microsoft Product Support Services and perform a title search for the words HTTP and 403.
Open IIS Help, which is accessible in IIS Manager (inetmgr), and search for topics titled About Security, Limiting Access by IP Address, IP Address Access Restrictions, and About Custom Error Messages.

Also dunno why my IP may have been banned?!?!

FWIW, it looks like Apple's using Procureweb(.ac.uk)'s services, and it's Procureweb that's running IIS.

You can only get onto the H.E. Store from your university's campus, that's why your IP is banned, otherwise, every Joe Bloggs in the country would be attending Oxford when they buy their new mac.
