on my xs max in settings a red badge appeared and it told me that there is an Applecare+ billing issue. The thing is, I don’t have AppleCare + and didn’t order it on my phone. I called Apple and after talking to a couple people I was told it was a known bug and their engineers were working on it. I could do nothing about it. Anyone else have this happen?

This is unusual. My only suggestions are to contact Apple Customer Support, which I'm sure you will or already have done. I can speculate that it's related to the device serial number, tracked by Apple, being used for service support or purchasing of a plan. I don't know if it could actually be related to your Apple account but I would check into that, as well. Let us know because I've not seen this type of notification before. It maybe helpful to others if they ever encounter this issue.
 
I had the same problem last night maybe around 9PM & I don't even have AppleCare+ on my phone either. I just re-entered back my credit card number and it just charged me for my iCloud storage.
 
This happens when you have a running subscription but your payment method is not valid (expired credit card or not enough funds).
