AppleCare question

I am buying an iPhone 4S from a friend. I want to buy AppleCare for it. Can I still buy AppleCare even though my friend didnt purchase it when he first bought the iPhone 4? Apple's website shows AppleCare+

How is this different then just the regular AppleCare listed on ebay

AppleCare+ covers accidental damage, up to 2 instances for $49 each, as well as extending the warranty. However, it has to be purchased within 30 days of buying the 4S.

Regular AppleCare just extends the warranty, but you have a year to purchase it.
