I do not encounter a crash. I tested with my Time Capsule, entered its password and I can see the details.

on iOS 13.1
 
Supposedly 13.1.2 and reinstalling fixes this (see link in original post).

I'll try it tonight.
 
I had the same issue, I think I figure out the fix.

Go to Settings and find AirPort Utility then change language to English (mine was English UK) and this fixed my issue. Hope this helps.

Update, went back again, it crashed again. Hope there is some sort of fix, or at least Apple can open source the AirPort Extreme and at someone can do something about it.

Airport Utility works on my iPhone but it still crashes on the iPad Pro, both running 13.1.2.

Weird. I’m using an 11 Pro Max with 13.1.3. The utility opens, but it only shows the basic information. When I attempt to enter the hardware password for the base station it crashes.

Interesting, it might be related to the password. On my iPhone, I don't have to enter a password and Airport Utility works, on my iPad I need a password and it crashes then.
