FYI, we've decide to Take Some Liberty with our iOS 12 "Buffer Pool" Discovery, in hopes of getting it Fixed OR Resolved sooner rather than later.
For starters, we've decided to call it Apple's "Burst Photo Tariff," & we're doing so because we believe "the internet" can Run with it, & help get the word out quickly ... & hopefully, get Apple to stop whatever they're doing.
As a reminder, we don't believe iOS is using the iOS 12 "Buffer Pool" for anything ! ... it's just "wasted" memory, NOT available for apps to use.
We were going to call it a "Tax," but "Tariff" is more more relevant in February of 2019.
Regardless as to "the name," it's an important topic that needs visibility.

Please note, & this is very important ... the Reason you haven't heard of this issue from any other App Developer is because there are NO OTHER High-Performance Burst Photo Camera apps !

The "tariff" ranges from 6 photos/set @ Full-Res 12 Mpx, up-to 13 photos/set @ 4K photo capture.
That correlates to 20% & 29% Tariff, respectively.
