After installing the latest iTunes for my iPad, I got an error that a file in tha above was missing and applesyncnotifier could not load.
Is just another drain on resources or do I really need it
 
I don't think anyone but Apple Engineering can tell you if its critical. I would assume so but try syncing and see what happens. If something goes wrong you may wanna nuke iTunes and reinstall it. If you had a much older version of iTunes, jumping from 7 to 9 for example, you are probably better off removing and reinstalling it.
