Hello, har anyone else noticed that the options to delete various application data is no longer available under iCloud / Storage Management? The only thing visible is the Photos, Backups, Mail, Messages etc. In the past application that store data on icloud hase been visible here.
 
Yes, I'm seeing the same thing. I don't know when this changed, but since it's affecting all my devices (including iCloud for Windows) this seems to be a server side change. It makes it impossible to delete app data from iCloud.

It seems to be an issue with my iCloud account as I have an old iPhone 5s logged into a different iCloud account which showed the Health App. I logged into my iCloud account with that phone and it showed the same thing as my 7 Plus.

I spent 2 hours on the phone with Apple iCloud Support (level 1 and 2) trying to convince them that this was an issue and not "normal for iOS 13" before they finally opened a case. Since this needs to be fixed by iCloud engineering who knows when it will actually get fixed.
