Hi,
I have a Microsoft Surface Mouse and I love it, but I can't find out how to make the side buttons to work.
I have three side buttons and one button on-top.

But then I did remember that when I did use Mac before (almost 4 years ago now) then I did use a third-party application for that so my question is what application do you recommend for the task?

I use SteerMouse to program mouse buttons and more.

I have download it but I can't find out what the keyboard shortcut is to to back in the web browser and other applications to go forward is cmd+] but backwards I don't know as default it's cmd+[ but that just zoom in the display.

Didn't Microsoft offer mouse drivers for macOS, too? I know they used to back in the days, however I haven't owned a Microsoft mouse in many years so I don't know this for sure.
