What function is this? Why would an app like Charles Schwab need to be given access to bluetooth? Is it for Apple Watch connection?

They are likely to track you further and collect information they have no reason to be collecting.

iOS 12 and below doesn’t require apps to ask for permission. iOS 13 does.

I heard that Bluetooth can be used in a sneaky way to track your location without actually having access to your location data so that's indeed a nice change.
