Apps aren't downloading from iCloud backup for new phone setup

I seem to be having an issue with apps from my old phone (8-plus) which are not downloading to my new iPhone 15 (not even showing as attempting to download either).

I use iCloud extensively and the 35,000 photos synched on the new phone, along with notes, safari bookmarks, contacts.

Storage space is not an issued - going from one 256GB phone to another.

But not one app from my old phone has downloaded.

Any idea what may be causing that? Or suggestions to fix other than downloaded each one individually?

Is it due to the 8-plus left on iOS 16 versus iOS 17 for the new phone?

Have you tried going in to the App Store and seeing if they are waiting for a manual update for some reason?

I did an erase settings and set it up again and the apps worked this time. Not sure why it failed on the first attempt.

Mods can lock/delete as my issue is resolved
