Apps Automatically "Cleaning"?

I saw this message for the first time the other day... confused the heck out of me too... Thanks for the link. Kind of an odd change, maybe this is where iOS needs the equivalent of a "/~user/documents" folder in OSX where all apps can save offline data that isn't deleted unless the app is deleted or the user wants to delete the data manually. You can already manage your iCloud storage this way, why not have a Local Storage option right there too?
