Apps don't close quickly?

i have been watching videos from the everythingapplepro YouTube channel and he shows how in ios10 apps close before they're fully open.

this does not happen for me. No matter how hard I try the app fully pops up and then closes.

I'm using man iPhone 6s and followed the following update path:
Ios10 beta 7>ios10 gm

My girlfriend also has an iPhone 6s and we did the same upgrade path and this feature works on her phone.

Any ideas On what the slow down could be? Does this occur for anyone else?

Above is a link to a video where towards the end he shows how he can press home before an app launches and the phone responds immediately.

Check the reduced motion option.

Thanks, but that setting does not seem to be enabled. Just updated ny iPad Air 2 and that seems to work just fine.
