I must be doing something wrong or I missed the memo. I first noticed this when Instagram disappeared from the dock or finder - whatever it’s called. But if it’s not open or if I don’t have a notification, I have to go to the App Store, type Instagram and open it. Yesterday I got two new apps. Neither icons are in the finder. Is there a command I have to give to have the icon set in the finder?

Nothing called "Finder" in iOS, so I'm guessing you mean the home screen.
Your new apps are probably in the App Library screen.
iOS 16 has a setting (Settings/Home Screen) which allows you to decide where the icon for new apps go first, either the home screen "Add to Home Screen" (which is probably what you are expecting), or in "App Library Only"
Check in the App Library (swipe from right until you get to last screen. That's the App Library, which has a search line at the top of that screen. Type in the name of your "missing" app, or just look through the various folders. If you prefer an app icon somewhere else, move it there.

Thank you! That was it. And yes Home Screen. Similar to Finder on Macs.

I would rather compare to the Desktop. You might want to copy files or apps to your Mac, and expect those files to appear on your desktop, when they may have actually gone to Downloads, or Documents, or your Pictures, or some other folder. The Finder, OTOH, extends to all parts of the user interface, but the Desktop (or the Home screen) is only there for certain uses.
(But, I do understand what you mean)
