Updated to iOS 9.0 and noticed after it updated and reset the phone, a whole bunch of my apps (which I never opened) were open. Had to close them all manually.

However, after resetting the phone again, all of those same apps are open in the background again.

Anyone having this issue?

Yes, I notice the same thing. I closed all the apps and rebooted the phone, and after the reboot Gmail and Settings apps were open. The same thing happens when I try hard reset: Gmail and Settings always open themselves.
