Does anyone else randomly experience their apps becoming unresponsive?

It's hard for me to tell if it's the new phone (iPhone 11 Pro Max) or a problem with iOS 13, since both are brand new for me as of 2 weeks ago.

For example - I was in Snapchat today, and went to reply back to someone's snap - I pressed the camera button but it wouldn't open the camera for me to send a snap. Only thing I could do was swipe up to get out of the app.

Another example - I was in the Qdoba app to pay for my meal the other day, and I went to the rewards tab to pay for my meal. When I attempted to tap on my payment card, nothing happened - other than I could only swipe up to get out of the app.

I'm going to take a wild guess that this may be an iOS/software issue, rather than my iPhone 11 hardware itself.

I don't use my iPad 2018 enough to see if it happens there or not.

Have any of you experienced similar problems?
 
Yes. Happening on both my iPhone 7 Plus and iPad Pro 10.5. Tried downloading an Album in Music and it just freezes. No response to swiping. Can only go to the Home screen.
Tried force restarting, among other things.

I’m close to wiping and either setting up as new or restoring from an iCloud back up. My Notes apps aren’t syncing with each other either, but everything else is. Problems all over the place.
 
I think it’s a 13 issue. I had the same thing happen with 11. My camera / photos app is especially unstable with unexpected freezes, crashes and lag. Imo this launch feels very similar to 11 so hopefully they will work out the kinks after a few updates.
 
I had most apps crashing at one point and did a wipe of my phone. Unfortunately, I'm running into some of the same problem again even after the wipe. Even the alarm goes wonky (that simple yet critical little application lots of people probably rely on). At this point, I'd like to be able to replace the phone and have it work, but if its iOS 13, then there is no quick fix.
