This issue has been going on since Friday and has since spread to my iPad and old iPhone as well as the Appstore on my Mac.

I restored my new 6s Plus from my 6 Plus backup on Friday. Everything transferred fine except nearly all the apps were dark and weren't doing anything or listed waiting. I let it synch over night and still nothing changed. Wiped it and restored again same issue. If I tap an app repeatedly I can sometimes get it to load or even open, but not all of them. If I download an app on my iPad or 6 Plus that has never been installed before they too just get stuck waiting. I download an app thru the AppStore in iTunes and it tells me it'll take a good 40 minutes to download. The funny thing is that I can download a 100mb file straight from Safari in seconds so it tells me that it is not my internet connection. This evening I plugged my 6s Plus into my mac yet again and it shows all my apps are on my phone fully installed but they are in fact not. So I decided to see if they are listed as installed or not, the apps that are dark are listed as not installed, I click them to show Will Install and synch my phone and it tends to install the App but an outdated version, I go to the App Store to update them, and I am then sent back to waiting.

I have the latest iTunes, my Mac is running El Capitan, iPhone is 9.0.1 I did not have any of these issues on Thursday before 6s Plus arrived.

I have spent several hours chatting with Apple Support and supposedly this issue is being sent to the Engineering team.

Anyone have any suggestions as to what is going on or how to fix this issue?

Whats also interesting is that if I switch to another Apple ID on my iPhone I can usually download one App then it will repeat the process of apps stuck at waiting.

When my iPhone is plugged into my Mac iTunes shows apps that are supposedly installed on my iPhone but they are not there

This happened to me when restoring a backup to a new 6s through iTunes. When you tried it a second time, was it the same apps that were dimmed out? I wiped and restored again but the second time only two or three apps (vs 15+) had this issue so I just removed them and reinstalled.

Each time it was the same apps a select few would load completely fine, I'm guessing because those were apps that were up to date and on my Mac, but the rest just stalled at waiting and never downloaded. A friend of mine suggested to use a VPN to reroute my connection to a different Apple server and that seemed to fix this issue, my apps are now updating on my Mac and I can download/restore my iPhone completely fine. When chatting with Apple throughout the week I discussed using a VPN and how that fixed my issue and stated that the only thing I can see to be a problem is the server I was connecting to, a Senior Advisor then confirmed that there is a problem with a server and I connect to it and that is why the VPN fixed the issue. I spoke with two Senior Advisors and both stated that I would get a response by Friday on what is happening (this was escalated to the Engineering Team). He stated that either the servers communication would be repaired, or an update would be issued to iPhones to prevent this kind of thing happening again.

Just installed 9.0.2 on my 6s Plus and the problem seems to have been fixed, VPN no longer needed.
