Apps won't stop auto updating

I disabled automatic Updates in settings. Unfortunately, I forgot to do it right away and now my 6s won't stop downloading updates! I turned on Airplane Mode to force it to stop but when I turned it back off it immediately started updating all of my apps again. Is this an iOS 9 bug?

I removed all of my apps and iOS is now forcibly reinstalling them. I can't figure out how to stop this!

why do you want to? let them update most probably need it to work better with iOS 9 anyway.

Several different similar versions of this problem seem to have been going on for a couple of days now. I have had numerous apps download multiple times, and download speeds are all over the board. I sure wish Apple would come out and tell us what is going on.
