AppStore Settings dissapeared?

Hi guys, after installing iOS 9.3 the AppStore setting that used to be below iCloud is gone. Is there any way to get this back? am I missing something?

restart and hard reset did not fixed it. Figured what the problem was, had restrictions on and iTunes store was disabled. Before 9.3 I had it disabled but the setting did not disappeared. I guess it happens on 9.3
