I am sure that I read somewhere that there is now a desktop application available (and for some reason I thought it was called installer.app but that seems only to refer to the iphone installer app on the phone itself) to backup things like Cydia apps and settings.

Being a desktop app I believe it stored files locally on the Mac (I believe it was a Mac app) saving additional bandwidth when you have to restore your iphone. I also believe the same app could be used to 'push' apps onto your iphone.

Does anyone know anything about this? Or I am dreaming?

You can do something like this through Pwnage tool i believe in the Cydia Option page you can add packages to be added to the firmware!
