Title sort of explains itself. In the past, it's sometimes taken a while for certain apps to be updated for new screen sizes (6+, iPad Pro, etc). It mostly impacted smaller apps, but even apps like Facebook didn't see an update to the new screen sizes on the iPad Pro for a while.

Are devs going to have to go through this same process for the Xs Max?

Yes. Apps need to be built with the iOS 12 SDK to use the full resolution on iPhone XS Max, as well as iPhone XR.
