iPhone Are default apps (files, shortcuts, etc.) attached to apple id?

Awhile ago I changed the apple id on my phone, and deleted and redownloaded all the apps with the new one. Except with the default apps, (the default apps I deleted were files and shortcuts) they had the redownload cloud symbol instead of “get” in the app store. When I downloaded them, they didn’t appear in my purchases. Are they still tied to the old apple id (that was the apple id my phone was set up with when I got a new phone, I kept all the default apps that were there on my old phone before that apple id) or are they not tied to any? Sorry if this is a stupid question.

As far as I know, default apps are not tied to a particular Apple ID, just as your iOS installation is not tied to a particular Apple ID.
