There's a game I installed on my iPad tha I've had since I got it when iOS 12 was on the iPad. The iPad got updated to iPad OS 13 a month or two after, and the game still plays. It's called Animal Voyage.

I just browsed my purchased list on my iPhone running iOS 13.3 (which I assume is the same thing other than the name as compatibility goes?) and that particular game has no 'cloud with download icon' at all. When I tap that game, it brings up the description with a message "the developer has to update this game to work with your version of iOS"

Odd thing is, that also shows up instead of the 'open' button on my iPad, despite the game being installed, available as an icon, and playable. Bug?
 
I've also noticed this strange behaviour the other day for apps I definitely downloaded before on iPad (iOS12.4) and/or iPhone 6s (iOS13.3) but still it shows up as if I never installed the apps. Strange behaviour.
 
I was unable to even install it on the iPhone due to this error/bug. My iPad has the game and it plays fine...iPad OS 13.3 and iOS 13.3. Figured they had the same compatibility...
 
Sounds like the developer pulled the app from the App Store. Since already on the iPad, all ok (for now), but can't ever download it again.
 
It shows up on the App Store but you can't download it. Same issue as the purchased section.

The developer of ForestVille pulled their app but I can still install it on the iPhone 4. One would expect any app in 'purchased' to be installable even if dev pulls the app otherwise.
