If I submit an application that only contains graphics for non-retina displays, will Apple reject it?
 
I found a couple media reports that say the answer is "Yes", but I read the HIG and the use of the word "should" is confusing. Here's what it says (emphasis mine):

iOS apps tend to be graphically rich. Whether you’re displaying users’ photos or creating custom artwork, here are a few guidelines you should follow.



Support the Retina display. Make sure that you supply high resolution assets for all artwork and graphics in your app. In particular, supply @3x assets for iPhone 6 Plus and @2x assets for all other high-resolution iOS devices.

Apple's use here of the word "should" seems to imply that use of retina graphics isn't necessarily required (though it is, at the very least, certainly encouraged)

You must provide graphics that are for the model you intend to support.

Now if you mean things like buttons and images the answer is no, but the screen shots and start-up screens must be appropriate for the iOS version and device you intend for the app to run on.
