For example, will Public Beta 2 come out right next to the Developer Beta 4, Public Beta 3 come out right next to Developer Beta 5, etc? Will there be a "Public Beta Golden Master"? Will there be the same one-day delay for the Public Betas?
You can bet that they'll update the public betas as fast as they possibly can. They'll probably do so the day after like they did this time. Who knows when the next betas will come out (they've been inconsistent) but regardless, the public betas will follow developer betas probably by one day.
In the past, new public betas have not been released at the same time as new dev betas, however it's possible Apple has changed this. We won't know until the next beta is released.
PB is usually every other DP from the past as a reference.
So PB2 will probably be DP5.
This is not a likely situation, as one of the aims of the iOS 9 release is to fix a ton of bugs. With the DPs, bugs in apps and such can be found, but mostly in the context of a development environment. Frequent PBs are needed simply because the users are going to find a high number of semi-unique ways to break apps and screw up the OS. Thus, if they keep the same release schedule for both, they can get more feedback, and be assured that as time goes on the bugs fixed will become more and more unusual. This would certainly help with the stability of the OS, after all.8.3 and 8.4 public betas were updated sparingly. Though when they were updated, they were usually updated alongside developer betas, so there is some parity there. I suspect it will be 4-6 weeks before the next public beta comes out. Developers will see another release in 2 weeks.

No, PB is not usually every other DP. Never even seen that and I've been on both OS X and iOS Public Betas since both releases.
I might be wrong about every other, but they are not in sync.
This is the first time we are experiencing iOS X.0 PB, so you cannot compare it to 8.X. OS X 10.10 was different than 10.10.1, 10.10.2, 10.10.3 and 10.10.4.
10.10.3 PB1 was 10.10.3 DP2.
10.10.3 PB2 was 10.10.3 DP4.
Not till PB3 did DP and PB go up together.
10.10 PB1 was 10.10 DP3
10.10 PB2 was 10.10 DP6 - This PB release came 3 days after the DP6 release.
In total they were 7 DPs for 10.10 and only 2 PBs were released.
Ok you're right about 10.10.0 and 10.10.3. 10.10.0 is also kind of an outlier because it was the first time they ever did a Public Beta. But everything else if I remember right has been along side each other when there has been both DP and PB.
Also this thread is in iOS 9 forums and all we've ever seen with iOS has been every new DP build has also seen a PB build Except of course for the first 1 or two DPs for each 8.3 and 8.4. (I think 8.3 was two builds ahead. So PB 1 with DP 3, and 8.4 was PB 1 with DP 2. Updates past those were we together.)
I'm aware this is iOS 9 and not El Cap. But because it's the first major, major iOS PB, I would expect similar things to 10.10 and not 8.3/8.4.
I currently have iOS 9 beta 3, should I update to the public beta? are the build numbers the same or is the PB newer?
