I would think that the reliability depends on the sender, the middle man, your gps signal strength etc. Probably more reliable than SMS, but still not perfect.
Apple’s push notification server is really good from what I’ve noticed. Some apps get notifications before their web version gets them. For example Facebook. When I used to use Facebook I used to see it almost on every occasion.

This exactly! In actual fact I have found that my iPhone and iPad get Outlook and GMail notifications before my Androids and Microsoft machine.
I have my work Office 365 profile on my phone with Outlook etc... and I will see a new Email on my iPhone/Watch and iPad about 10 minutes before it shows up on my Windows laptop, it’s incredibly trippy.
