At $15 for the set of close-up filters, I would be wary of their quality. Never used them myself though. I do know that people use the Canon 500D close-up filter, which has a lens doublet and is of pretty good quality.
The IR filter, I think unless you modify your DSLR, you will not be able to use this filter because there is an IR blocking filter directly in front of the sensor. You need to get this removed first in order to use an IR filter? Otherwise, the IR blocker on the sensor blocks IR and the screw-in IR filter blocks everything else, leaving you with no light transmission.

I don't know about the macro filters but I do know about IR filters.
First, you can take IR photo with an unmodified camera and an IR-pass filter on the lens. But, the shutter speeds will be anywhere from 5-30 seconds and will have to be shot on a tripod. modifying the camera allows for normal shutter speeds of 1/30 or 1/60 of a second.
