At $15 for the set of close-up filters, I would be wary of their quality. Never used them myself though. I do know that people use the Canon 500D close-up filter, which has a lens doublet and is of pretty good quality.
The IR filter, I think unless you modify your DSLR, you will not be able to use this filter because there is an IR blocking filter directly in front of the sensor. You need to get this removed first in order to use an IR filter? Otherwise, the IR blocker on the sensor blocks IR and the screw-in IR filter blocks everything else, leaving you with no light transmission.
