I pulled up an article on a local newspaper website and do not see any option to show reader. When I tap on the link I don’t see the reader icon show up in the address bar in Safari either. Are websites able to block reader view?

Yeah, it only activates on pages where it detects content formatted in a way it can parse.

Sometimes its just the way the page has been structured that makes it harder for Safari to understand how the content is formatted.

Some sites do it deliberately so that they can ensure the ads are being displayed.

Well that sucks. I’m sure this website is doing it because it’s a pay site (you only get a couple free articles a month).
 
Something to try: enable "use reader mode when available" for the website. Though what @Mrkevinfinnerty wrote is correct (I see it on pages that are "for subscribers"), I have that mode set on a couple of sites and get lucky and get the page to display.

I usually have websites set to that. It works when I’m pulling up links in X or Threads. It’s hit or miss in Safari and it never works on certain sites like the WSJ.
