Krita is free and open-source and works on multiple platforms.
GIMP is also open-source and costs no money; the price is just your sanity. 🤪

I'll mention Affinity Photo for completeness here - but it is a bit more expensive than PixelMator Pro if you buy it on its own (still cheaper than Adobe, though) so it's probably not for you.I cannot afford a copy of Photoshop Elements ( £100 )
