You sign up for 250MB of Data for $14.99 a month. Now, let's say you run out of data in that month. Bam, you have a choice. $14.99 again for another 250MB starting there and then as a new month, or switch to a full $29.99 and start a new month.
So potentially if you choose $14.99 in a month and use it in a week, you can get charged another $14.99 for 250MB or $29.99 for the month.
