Is there a software that allows you to download apps in the app store for a computer?

You mean to download from the app store for the same computer where you are using the App Store?
You would usually use the App Store to find apps to download/install on the computer where you are using the App Store (?). That is what the App Store is used for...
If you need an app that is on the App Store, then that assumes that you would like to install that app on the same computer. That would be why Apple provides an app store, and why you can use it.
If you need that app on a different computer (and assuming that other computer is also a Mac), then what prevents you from using the App Store on that computer?
Can you give any other details about your situation?

I have a PC and I need software that when I install it I can download apps from the App Store
Or if there is such an emulator that is also good

Windows already has an app store. It's called the Microsoft Store.
Why not use that?

Still not sure what you are asking... Do you want Windows apps? You can use the Microsoft Store to do that, for your PC? or are you really wanting Mac software, that will run on a Mac (the Microsoft Store is not going to help you with this)

Because mac apps are compiled for macs, in a way that windows can‘t interpret

You’re better off finding a windows app that does what you want, if not just using a mac in the first place

UTM, similar to other emulators, allows you to run other operating systems on your Mac (but, you don't have a Mac, do you ?? )

But, a question:
Can you tell us what software that you want to use on your PC?
Is this an app that is only available for Macs? Can you tell us anything about what you want to do? Give us as much information as you can, about your plans for your your PC. It is easier to help you, if we have some idea about what you need to do with Mac software. We might be able to point you to a choice that allows you to use Windows apps, without needing an emulator to run software designed for another operating system. And, that can keep your Windows PC simpler to use.

OK... You have a PC. You can use the Microsoft Store app to download and install whatever is available from that app. That's why the Microsoft Store app is there, to give you a source for apps that you can download

Can you tell us what software that you want to use on your PC. Maybe someone will suggest something that you will also be able to find on Microsoft store.
You still haven't told us what you need for apps on your PC. What are you looking for? Games? video editing software? music library software?

And it's only in the Apple Store

To make things clear:

Windows and MacOS are 2 different operating systems. Programs made for Windows do not run on MacOS and vice versa. That is probably why a lot of reactions in this thread seem a bit confused.

Again:
  • Programs from the Apple store can not run on a Windows pc.
  • Programs for Windows (also those from the Microsoft store) can not run on MacOS.
So if you want to run the ai video translator (or any other program) from the Apple store on a Windows pc you are out of luck and you will have to look for alternatives that run on windows. You can look for those in the Microsoft store or search on the internet and download a Windows compatible program from there.

You're asking how to use Google, and how to format the search terms...(?)

Search for what you want: use words that describe what you want to find.
Use the results to refine your search terms, so you get results that are closer to your needs.
Search with your refined search terms.
rinse;
repeat.
(That's mostly what I do, and works well - most of the time)

Tried a quick search - found this (You were looking at Mac software used to add or change the language in videos, so assumed that you had some interest in that.)

It would really be helpful if you could describe to us what it is that you want to do on your PC. Someone here can help, but we need to know some more about what you do, and what you would like to do.

There are none. You may argue against this as much as you like, but it does not alter the fact that there are no apps or emulators that will work. Period. End of discussion.

Well, there's the "rub", eh?
If you have a Windows PC, but you want to run some app that can be downloaded from Apple's App Store, then you can't use your Windows PC to either download, or run that app. Because: Windows...
What is the best method to solve that little problem?
Use that app on a Mac.
