May be a crazy question.. In the AT&T plans offered for iPhone, are all incoming calls free? Meaning they do not count towards the minutes listed under each plan?

No, incoming calls count towards your minutes unless its at night, on the weekend or from someone else using AT&T wireless.
you may want to fix the punctuation there... the way your post is written, you're saying that incoming calls do not count towards your minutes. and i don't believe that is correct...
I believe that incoming calls from non-AT&T wireless customers during daytime hours (before 9:00pm?) count towards your "anytime" minutes. After 9:00pm, all incoming and outgoing calls are free, regardless of who is calling you.
