Bought my mom a new 6S+ off swappa, looks like a legit high volume seller and phone is obviously new in box. Phone fails AT&T unlock with reason Unfortunately, your unlock request was denied because:Your device is currently active on another AT&T customer’s account.

Seller swears it isn't tied to an account and won't be blacklisted. Claims all new phones are denied unlock for three months.

Is this true or should I return it?
 
Paid full price two years ago for my 6. Went to sell it yesterday and it was still locked. Went through the steps on the AT&T website and was unlocked in 45 min.
 
might be more of a att thing. I bought my 6s+ from att outright but still on contract with a samsung galaxy and I never could unlock it through att.
 
Transferred my 5s from ATT and once phone was paid off, it was unlocked in less than 2 hours and on the new carrier.
 
Thank you all for your replies. Based on my suspicions and your replies I never felt comfortable with the situation and felt for sure I would have problems down the road. I returned the phone for a full refund through swappa.
