AT&T Passport vs international vs local SIM cards

My family and I are going overseas soon and my father wants us to be able to use the 5 phones we have while we are away. We will primarily use the phones for Internet access (maybe some GPS usage)
According to AT&T's unlocking policy, we are allowed to have our phones unlocked, and we don't necessarily care about being able to use our domestic phone numbers.

What would you recommend?
 
Whichever is fine. It won't cost too much if you get the right service plan.
