AT&T Wi-Fi calling on iPhone 5s

Has anyone successfully enabled Wi-Fi calling on their AT&T iPhone 5s? My brother is on 9.0.2 and the option to enabled it isn't even in settings. I'm confused because Apple lists the iPhone 5c and up as compatible with Wi-Fi calling?

On AT&T you need an iPhone 6 or newer to use wifi calling.
