iPhone AT&T WiFi Calling on iOS 8.1

With the announcement of enabled iOS 9.3 WiFi calling on AT&T, is there any tweak to turn this on for those of us still stuck on 8.1?

How about a way to force the new carrier update to those of us on jailbroken 9.1 so we get the capability for international wifi calling? I have wifi calling, would need the carrier update 24.1 to get international wifi calling on 9.1 tho like in 9.3
