Another thing to remember is Mobile Safari does not cache any data aside from the address of the web page and a thumbnail of what it looked like when you had it open. This means that if you do anything to trigger your iPad to flush its memory such as opening more than one or two tabs or switching to an app, practically everything you just downloaded is gone and must be completely re-downloaded.
