I cannot get either my Mac or iPhone to download Atmos versions of songs unless I completely delete the song from my library and add it back.

Here's my experience:

Turn on Atmos in the settings on both my phone and Mac. Set each to 'Always On'.
Check 'Download in Atmos' on both iPhone and Mac.
Find a song on Apple's "Made for Spacial Audio" playlist that I already have.
Delete the download on both the iPhone and Mac. Check playlists that the song is in to make sure they all show that it isn't dowloaded.
Play the song from Apple's playlist - plays in Atmos. Great!
Download the song. Check playlists and yep they all now show that the song is downloaded.
Play the downloaded song - not in Atmos.

Completely delete the song, add it back it to my library, add it back to all the playlists (don't forget where it was!), then it's in Atmos.

I'm going to do this for 9,000 songs?

Yes you need to delete them, the songs on your storage are the old versions, you need to download the new versions With the updated atmos/loss/hi res to see the change. Just be aware of your storage at this point, clearly mine went up 15gb
