With at least three Android-based phones, why is this? Are they trying to covet that key T-Mobile base of 8 users?

I don't think it is that as much as at&t showing absolutely no interest in carrying an Android phone. They have hitched their wagon to the iPhone and are going to ride it to the end of the exclusivity period.

Notice my original statement was made before the at&t announcement. Sorry, my crystal ball is in the shop. While I am glad that at&t is going to have some android models, it is disappointing that they are the last major carrier in the US to get android, and no specific models were announced.
But it also likely signals the end of AT&T's stranglehold on the iPhone. Hooray!
Try reading the rest of what you quoted. He said they're focused on the iPhone until "the end of the exclusivity period."

It'll be interesting to see if Apple persists in it's secrecy about everything and treating developers like trash once the Android phones start showing up on AT&T's web site. If it wasn't for the incompatibility with AT&T's 3G I'd have a Nexus in my hands right now. Apple is going to have to put in some real effort this time if it intends to keep bleeding edge users.
Treating developers like trash? HA! Small people are able to make some cash on apps that would otherwise be lost in the endless sea of the Internet. Yes, it's hard to stand out on the App Store as well, but it's better than the vast expanse of the ol' WWW.
There have been 3 billion (billion!) apps sold. Every other smartphone maker has been rushing to almost duplicate Apple's system. I think a lot of developers are just whiny that they don't have 100 percent control. Apple spent a lot of money on the iPhone, App Store, etc., so obviously it wants its say on a lot of things. I'm really so sorry that the makers of iFart had to wait to get such a useful app approved.
