attachments files on my "mail"

Asking for your help … since i upgraded to Sierra, all my attachments files on my "mail" are saved @ the cloud & not on my computer!
Unfortunately I just need to have them on your computer, due to the fact that part of my time I’m in places with no Internet or mobile browsing… so if need to open file on my "mail" & i don’t have wifi or
3-4G … i’ll not b able to open it. …. PLs help .

Thanks !! i have checked the accounts preferences, actually, all where marked as "download all" ... so need i mark "non" in order to saved them on my Mac?. Or to keep the "download all" ? .... & if it was marked as "All", why some times I need to b connected to wi-fi to b able to download the attachments ?
