I will be visiting a foreign country next week, and my cell carrier says I have unlimited texting, but that any attachments sent (or received) via iMessage will count against my 5GB foreign data allowance.

Say someone sends me a text containing an attachment, and at that time I'm not on WiFi. Does the data charge happen when the text arrives, or later when I open the attachment when I can find a hotspot, such as my hotel?

Thanks for any help.

When you are on WiFi you are not using cellular data. Once the message is received the message attachment will be stored locally on your phone.
