I have two audiobooks, not purchased from the iTunes store, but that would sync between Macs and iPhones/iPads prior to macOS Catalina and iOS 13. The audio books are still available on the Mac that is physically connected to the audio files, but these books no longer sync to my iPhone. How can I refresh the shared files across my devices?

This might be silly, but are you sure they’re not transferring over? Have you checked in the iBooks app on your phone?
Catalina has a massive amount of syncing-with-a-cable issues - about my only suggestion would be create feedback for Apple.

Definitely not transferring over even though the actual files were in a folder in my Home Library directory. In poking around, I was able once to make an invisible folder in iCloud > Books open and I copied the relevant m4b files into it and they have started to populate on the other devices. It basically seems as though the change to Catalina did not migrate the m4b to iCloud. I wish I knew how to keep that folder visible. There were no modifiable permissions for it in the Finder.
