Automatic download fail

Both ipad2 and iphone 4 are on ios5.
iCloud is working fine, with all my MobileMe now trasfered
Photo stream is working well.

However, I have gone to settings > store > turned music,apps,books to on for automatically download on both devices

So the idea is when I download a app on the iphone or music, it should automatically download on the iPad2

However nothing happens on the second device. does anyone have any ideas

Btw both are on same wifi
