Automatic Updates never did what I thought it did.

Turning auto updates on doesn't mean that your apps will update automatically, it means that your apps will download to other Apple devices. I still wouldn't call that automatic because youre the one who has to manually approve the update. Then it downloads to all your devices at the same time.

I believe what you are describing are automatic downloads for Apps, while Updates is a separate setting that should be updating apps automatically (although it seems that there have been people having issues with that actually working automatically as it should).

This feature doesn't work at all on my iPhone. It works on my iPad Pro no problem though.
