Is there a program that does this? I regularly run Windows for work and Mac OS for home and school so I would prefer always having the Operating System selection screen come up. A lot of times at work when I first turn on my computer I forget to hold the option key which results in me waiting for Mac OS to boot up, then choosing to restart, then holding down the option key, and then choosing to run Windows, which is an obvious waste of time.

YEAH I'm an upset Zombie!

Go with rEFit I've tried Boot Picker & SCUBA. I thought rEFit had to be configured like Boot Picker. I was in the process of rebooting to OS X on SCUBA when rEFit kicked in effortlessly. If only the folks at Apple thought to make their stuff work this easily. As a user of both Os X & Windows, Windows handles Internet apps, even emails, faster. It's easy to please people who don't know the difference. Never tie yourself down to one system. Next stop Linex!
