Is it available to modify the control center instead of Bluetooth putting cellular mode?

Control center cannot be modified but if you force touch the Settings app cellular data is an option which I believe is new.

Yep, that's new to iOS 10. There's been quite a few new things 3D Touch related added.

...and unfortunately some taken away. One I miss at the moment is App Store-Update All. Why did they take that away I wonder.

Apple (my opinion) needs to borrow the Android method for connectivity letting me press and hold or force touch to move from Notification Center directly into the related setting. Hold the wifi button on Android and you are given the wifi settings panel. We're getting closer though.
