I don't believe that I've see anything like this yet but someday they will exist. It's just a question of when.
Neither the new PS5 nor Xbox Series X can do this so you won't find it in a fanless SFF.
Only the best discrete GPUs can pump out video at this resolution, the AMD Radeon 6900 or Nvidia GeForce 3090 so you are talking over $1500 current street price for a GPU that will definitely have fans. And that's just the graphics card.
My guess is if you go to one of the big OEMs (Dell, HP, etc.) and configure a Built To Order system with such a graphics card, you can get this resolution but it won't be cheap, it won't be fanless and it won't be SFF in 2021.
