Do you see this too? I'm in icloud.com via Firefox and in Apple Mail. I select a note, see the full message to the right but the trash icon is wayyyyyyyy to the right. There's no way I can find to make it move closer to the left side of the mail which is a more user-friendly UI approach.

Not "awful" by any stretch of the imagination. If it's that big of a deal to you, then simply use CMD + delete to delete the message instead or just make the browser window narrower.
Gmail on the web is the same way with many of their buttons. Yes, their delete button is on the left, but other buttons such as previous/next message, print, reply, star, and a whole menu of other options are on the right.
