I've heard that iPhone 4 theoretically has hardware support for the AWS 3g band, and that it would just be a firmware upgrade to make the phone work on WIND or T-Mobile. Does anyone know if this is actually true? CUZ i don't know much about T, but WIND is our best carrier by far.
 
Definitely not true. From the details of the phone, including when passed through the FCC, it includes five 3G bands (800,850,900,1900,2100), but not AWS/1700 required for T-Mobile, Wind, Mobilicity.

Also, plan wise Wind could be the best carrier, but they've got a long road ahead to build a network that can compete.
